SQLDataSourcesW() Buffer Lengths

Hello,

It seems to be that SQLDataSourcesW() takes the buffer lengths arguments
as number of bytes which should be number of characters.  See
https://support.microsoft.com/kb/294169 for clarification.

Ok, that was a simple change. Try what is in SVN now. Just be aware that
its also got some changes to allow iconv and UTF to work on input
buffers, so any problems let me know.
